Talking Page 587 - 'startfromscratch' ( attribute is not declared )

I am using Ms Visual Web Developer 2010 Express, XML intellisense, for the line of code
Code:
<ribbon startfromscratch="true"/>
It is underlined in blue with, " The 'startfromscratch' attribute is not declared. Any ideas ?
