If only it was so easy..... (We'd all be out of business ;) )
Anyway, you need to maintain state somehow. If your page uses posts backs, the DDL should maintain its own state. However, if you browse to other pages through links, you can pass the selected value of the DDL in the query stirng. E.g.:
<a href="/SomePage.aspx?CatId=4">Some product</a>
Then in Page_Load, you can look at the query string for the CatId and then set the Selected property of the list item with that value.
