Could any one explain to me how could I set the PublicKeyToken value in the type attribute when registering a provider in the web.config file and why should we set these values(version,culture,PublicKeyToken)?and what do they mean?

Those 4 items together uniquely identify an assembly. Google is your friend - look for GAC and strong name key.
