Question Menu Tabs

I am having trouble getting my Menu Tabs to work properly. All I see is a vertical list of the top menu items. I see no horizontal bar that resemble tabs. The names and links work correctly. I have completed Chapter 4 and this seems to be the only item covered so far that I can't seem to get working.
