Chapter 12 pge 427 No add table dialog box

I have run into a problem with my assignment on pge 427. I do everything in step one but I never get the add table dialog box in step two. I have reinstalled vwd 2010 express at the recommendation of my teacher and still all I get is a blank diagram tab. Has anyone had this problem before and have a fix.
