Hi there,
.NET 1.1 had a different way of dealing with Global files, so maybe your file is not OK.
Here's what I would try:
1. Backup the Global.asax from the current project.
2. Delete the Global file from the project
3. Use the Add New Item dialog and readd the Global file.
4. Compile. This hopefully works now.
5. Add code from your original file back in the Global file and recompile.
If that doesn't help, double check your DLL files and references. I think in most if not all cases I have seen this error appear, it was the DLL....
