Currently i am in progress to develop location tracker to support our emergency respond team during emergency respond

the main goal is to give the dispatcher the specific location of first responder location in real time, so the dispatcher can give a specific information to second responder.

first responder is the supervisor at our process plant and mine area

i saw a good reference in this book on page 171, "Project: Building the Location Tracker Application"

My question is do we need to activate the application on the phone first and running all day to listen the incoming message? what happen if we forget to activate the application? can we made this application automatically active when we turn on the phone?
