I'm new to the web development and I've tried to use the example of the wroxclassified on chap15 for a course that I'm doing, where I'm required to produce a user registeration and login/logoff pages but using .txt file not a database file and to be honest I've spent all day from 12:30pm till the time of writtin this message but with use I haven't progressed a single line.

Please any help would be very much appreciated

We won't do homework here, but we will help you past rough spots if you have the basics done.
