I try to run this, but it errors on the line

Set objLogFileTS = objLogFileFSO.CreateTextFile(strLogFileName)

by telling me I don't have permisssion. Any suggestions?

You have to make sure that the account that IIS is running under (usually IUSR_MachineName) has sufficient permissions to the file you're trying to create or change.
