Default Environment Variables Error

Title: Beginning ASP.NET using VB.NET
ISBN: 1861005040
Ch16 - .Net Assemblies and Custom Controls
.Net Framework Version 1.1.4322

I get this error message when attempting to make the dll file in the TIO Compiling our first ASP.Net Component

" 'vbc' is not recognized as an internal or external command, operable program or batch file"

Any ideas on how I can correct this error. This is after adding the following to the Path Statement in the Environment Variables dialog window: ;%SystemRoot%\Microsoft.Net\Framework\v1.1.4322

Any help anyone can offer would be greatly appreciated. Thanks in advance.
