look at properties for the drive (C: ?) and make sure its formatted as NTFS. If it is, go to Control Panel > Folder Options and on the View tab, under Advanced settings, clear "Use simple file sharing [Recommended]".

There is no security settings for FAT32, it's one of the main differences between NTFS and FAT32, so if you want to make certain permission for some users or groups on a file or a folder; you have to convert to NTFS.
