Default Ch_08_m/c level application and other issues

I went to IIS UI and navigated to the folder pg 270...ch.8, and clicked on create button to open the application. It also says cant find '~/site.master' in the 'Fixtures.aspx' and I still get this error msg:
Parser Error Message: It is an error to use a section registered as allowDefinition='MachineToApplication' beyond application level. This error can be caused by a virtual directory not being configured as an application in IIS.

can somebody help?
