It depends on what you mean with "finish the photo site". If you mean you stop after chapter 15 where you implemented uploading and displaying pictures, then no; at that stage anyone can access your pages and the Management section, as explained at the top of page 437 in chapter 13.
But if "finish the photo site" means you also implement the security stuff from chapter 16 and optionally some stuff from chapter 17, then the answer is yes.... You may also want to read chapter 18 and 19 to learn more about debugging and deployment.
