No. SQL Server 2008 R2 Express is SQL Server - the data engine while SSMSE is SQL Server Management Studio Express Edition, the "tools" you use to manage SQL server databases.

That is what I was trying to say. Well Imar, I have 32 bit Machine. Which version of SSMSE is appropriate _x86_ENU.exe or _x64_ENU.exe
Thanks.

x86 = 32 Bits; x64 is 64 Bits. Not sure why that matters in this case though. The second link you posted has 5 clear options: 2 for 32 Bits (with and without tools), 2 for 64 Bits (with and without tools) and one for the upcoming Denali release....

There was a confusing session, I think you mean to say that 2008 R2 with tools is the required package that I need to download, as Tools here means Management Studio.
in my case I must download 1st option (32 bit). Right?

Hence the "The "Tools" they are talking about are SQL Server Management Studio...." in my first reply. The term Tools is a container term for SSMS and some other tools.
