I have question about 'Optimistic Concurrency check box' in SqlDataSource Advance option. Can anyone elaborate more in details what it does.

Please excuse me for poor and bad English.

When you check that option, VWD generates a WHERE statement that includes all columns and their original values. This way, the UPDATE statement won't update a record if someone else has updated any of those columns since the last time you queried the record from the database.
