Is it a hacker, a search engine, something wrong with my code or missing code/software on my provider server?

I am getting the same error message on my own sites as well, and I think they are from hack attempts. About two years ago there was a serious bug in ASP.NET that could be exploited through WebResource. So maybe hackers are trying to find out if your server is vulnerable.
