Default Ch 6 p 191 step 12/13 404 persists

Are there other ""return View(empty replaced by "Manage")" calls other than the one for the first "create" in UserDemographicsController.cs that need editing? I have tried a few permutations, but the 404 persists after the single replace called out in step 12. Step 12 statement "page should render" does not happen, still getting a 404. Rendered properly before file name change to "Manage.cshtml"..
This is becoming quite the real world education!
