Default can't use the Show Pop-up Menu

I am creating a template with navigation buttons. I want to set up a pop-up menu for each button. When I select each button and intend to select "Show Pop-up Menu" from the Behavior panel in Design Panel group, the "Show Pop-up Menu" is NOT active/highlight to be selected. Then I include the "mm_menu.js" in the same folder as the Template folder. The "Show Pop-up Menu" is STILL NOT active/highlight to be selected. I already PUT all files into the Site group, nothing helps. What should I do in order to be able to "select" the "Show Pop-up Menu" ???? Do I need some other Javascript files ??

How are you adding the pop up menu? Do you select the image in Design or Code View first?

DW needs an active element like an image before it can insert the pop up menu.

Hi Imar,
I found out that the file that I was using to populate the pop-up menu is a template (.dwt) file type. When I went into the Behavior menu and the "Show Pop-up Menu" is in grey (not being selected) and therefore I was not able to select this choice. So I made a copy of the file in HTML format and the choice is shown in black (can be selected). I continue to add all sub-menu items with no problem. At the end, I save the file as a template file type.

One thing I have to admit that your book has been very helpful to me to learn how to use Dreamweaver MX and I enjoy it very much.
