Does this happen when you make design changes to the database while you have Dreamweaver open? Or do you also get this error when you're just working on ASP pages and the database panel?
The Access driver keeps track of who is changing what (you'll see .lck files in the database folder that hold locking data). It also does this when changing the design of a database. For instance, when you open a table in Design View from within Microsoft Access and then run the page, you'll get the same error.
Unfortunately, I don't have a fix for this though. Normally, when working with the database panel, I don't get this error.
