On page 154 < a href=âpeople.php?action=addâ > is mentioned, but there is no such file generated and any guidelines.

yeah file doesnt exist , on page 156 first line mentioning
"All links are broken at the moment, but dont worry: thats perfectly normal because you havent yet created other pages"
may be that is answer of this missing file.
