In the file header.php I noticed that some of the <div> tags appear to have a reference to a style sheet? Line 7&8 of the code:

I did not see any reference to this file in the "How it Works" sections. help

There is no such thing as a stupid question, unless you ask it more than once :)

Those are simply ID attributes, which do not always imply stylesheet association. (One can use IDs as in-document anchor targets or in JavaScript).

If I remember correctly, those are there in case you *wanted* to add your own style sheet. (Summary, p421)
