Default Logging Changes in Issues Comments Column

On page 32 it says you can have timestamps & team members names added automatically for each entry in the Comments column of an issues list. Page 91 says you have to set the "Append Changes to Existing Text" to yes. It also says to see more about versioning in Chapter 3, but I couldn't find anything there about list versioning.

My issues list is not appending changes with timestamps & user ids. I have turned on versioning for the list. What else do you have to do to make this work in SP 2007?
