Default Pg. 9 - Namespace identifier?

okay So I have the xml declaration and the doctype declaration but where does the xm1ns attribute go? Do I remove the xml declaration and add the xm1ns in its place? or should I declare the doctype then declare xm1ns?

btw I'm writing in strict xhtml 1.0, and trying to keep good practices, so any tips are helpful. Thanks!
