What is exactly an in-scope namespace in relation to XPath?

Similar to an inscope variable, one that is valid for the current operation. Often namespaces are declared on the root element so they are available for use throughout the document, sometimes they are declared on elements lower down the tree. Then you could only use them on that element or its children.
