Default Design Schemes on Access 2007

 I am trying to used the design schemes add-in in access 2007, when I try to install it, it pop ups a message saying “ You do not have sufficient security permission to install this add-in. although I am logged as an administrator in my computer.

Any ideas ? Thank you
