Default Can't reference external dll (chapter 9)

I tried to add reference to a dll (which have some common functions across different packages) in the script tasks.
It show errors which below is the details in the event logs.

The global template information is out of date. Regenerate the templates by running 'VSTA.exe /installvstemplates' or reinstalling the application. Note: corrective action requires Administrator privileges.


Tried several methods listed in the web but still can't fix it. Any advice is welcomed. Thx

Seems bug in the Visual studio. It works even it prompt the error and I continue the works. Strange.
