Program to download file attachment in Sharepoint

Hello,

We have a project that is going to migrate to sharepoint team services. The project has some processes that require to download a file attachment from a particular document in STS. The file should be downloaded into a file server in order for the process to open and read the file. My problem is I don't know if it is possible to do that in .NET. If it is possible, How can I accomplish it using VB.NET or ASP.NET so our program can automatically download the file without any manual intervention?

Please help me. Thanks!
