Default webpart Min,close (Defaut) verb not visible

Hi ,

I read this book and in chap 17 about WebPart, i used the listing 17.2 as my code and when i run the ex. i wont able to see minimise/close verb which is Default verb so i should be able to see it..! dont know the resion so plz do help me ...
