Default WCF code Example

First of all congratulations for the book. I'm new on c# so forgive me for my question related to the code example.

I'm trying to run the example of Duplex Communication but an error occours,
Code:
TTP could not register URL http://+:8731/Design_Time_Addresses/...vice/Service1/. 
Another application has already registered this URL with HTTP.SYS
since its the first time i'm runnig it i dont know why this happens
