Default TCPSend/ Receive system.dll problem (ch 20)

In the Accessing Internet section there is a TCPSend and TCPReceive example. In 1.1 it produces the following error: An unhandled exception of type 'System.Net.Sockets.SocketException' occurred in system.dll

Additional information: No connection could be made because the target machine actively refused it.

Is there a way you can show me how to get your example to run under version 1.1? BTW, Is this problem related IIS? Will IIS 5.0 be ok for this?
