Default LoadSaveReportException

I have a C#.net solution that I distribute with these merge modules:
- Crystal_Database_Access2003_enu.msm
- crystal_database_access2003.msm
- crystal_managed2003.msm
- Crystal_regwiz2003.msm (correctly configured)

All of my users have installed all Windows updates recently.

When I install on an XP or a win2000 machine reports run fine. When I try to run a report on a win98 machine I get a LoadSaveReportException.

I develop on XP Professional. Distributing to a WIN98 machine is giving me trouble.

Based on advice from BusinessObjects I have included the following merge modules in addition to the four basic modules (because I use ADO.net):
- VC_User_CRT71_RTL_X86_---.msm and
- VC_User_STL71_RTL_X86_--- .msm

I am waiting to hear back from a user to see if this solved the problem.
