On page 106 it talks about setting up a newsletter, there is no newsletter module so how do I set this up??

The Newsletters feature available to the Portal Administrator simply provides an easy way to send email (from the portal) to predefined roles. You can create a newsletter (or any other email suitable for your membership) in any tool you choose (HTML or Plain Text), simply paste it here and send it to the appropriate role using the options as explained on page 106.
