Failed Request Tracing action not available

Following instructions on the page 130. The step 3 refers to Failed Request Tracing on Actions pane. Well, nothing like that is on mine.

I researched IIS roles if there is anything to add, nothing looks familiar.

Who stole my Failed Request Tracing? Is there something missing in my setup or was IIS 8 changed?

I tried to use ApcCmd too, got a lot of poorly specified access problems. Life of a programmer trying to admin his own server is not an easy one!
