Problem with tag handler

Hi,
Iam new to the struts framework and Iam trying to implement an already existing code and I got an error while using JSTL.The error displayed was
Unable to load tag handler class "org.apache.strutsel.taglib.html.ELTextTag" for tag "html-el:text"

I think the error was due to non inclusion of some jar file.Please help me regarding this and if any jar file is to be downlaoded ,plz specify the link
