Default Data Source Wizard?

On page 97 of this book it mentions a Data Source Wizard. I am not sure how to get to this wizard. Is it a part of another tool? I have SQL Server Management Studio but I don't see the Data Source Wizard there at all. Is it part of the SQL Configuration Manager?

A similar question applies to the Connection Manager. I am not sure how to get to the screen pictured on page 96 in the book.
