Angry Chapter 5 - Command Line Error. Invalid parameter

The command line shown below from Chapter 5 of the book Professional SharePoint 2007 Development does not work. It returns an error message "Command Line Error. Invalid parameter". The documentation for stsadm does not include and URL parameter. What is the proper way to execute this action and install the feature?

C:\Program Files\Common Files\Microsoft Shared\Web server
extensions\12\BIN\stsadm.exe -o activatefeature -filename
EventHandlerExample1\Feature.xml -URL http://localhost
