Chapter 10 - MOSS 2007 Error running SampleWebService

When I run the SampleWebService from the Source Code Download as a Web Service in the Browser, I get a Office Sharepoint Server Error:
Event: 5785
Unable to connect publishing custom string handler for output caching. IIS Instance Id is '1', Url is 'http://localhost/SampleWebService'.

What is wrong with this code and how do I fix it?
