In SharePoint 2007, I applied a Web Part called "Table of Contents" which is also described in the book "Professional SharePoint 2010 Development." However, I cannot find that in SharePoint 2010. Can you tell me how to impliment that web part?

Apparently, the installer of SharePoint 2010 did not install all of the capabilities. When another person found the file TableOfContents.webpart in SharePoint 2007 and uploaded it, it worked in one area of the 2010 site, but not another. He then downloaded an editor, made a fix to the uploaded web part and voila! it is available and it works.
