Default Aligning tables in Report Designer

I am creating a Custom report card for our school district and have all my tables and matrices in the report designer and have them spaced the way I want them to show. Trouble I'm having is that when I go to preview mode, I end up with larger spaces than what I want between the tables/matrices.
I have tried putting each column of information in it's own rectangle, having all information in one rectangle, and having each table/matrix in it's own table but still get the same results. What ends up is that instead of 1 page for the report it comes out on 3 pages since I can't get the tables to stay together.
Any suggesstions would be aprreciated.
