Default Non query Report Parameter

I have a report that brings back the employees. The report allows the user to enter a last name. If the user enters the last name then the report list all the employees with the last name that user entered. I would like the report to return all the employees if the last name field is left blank by the user. How do we write the expression for the filter?

Thanks in advance.
