Default Add Users

In my own (admin) account I can add reports and view reports etc.

I have added a user and made them a WebReportUser. I can log in as this user and get the Report Service page.

There are however no options to upload or view reports.

When I log in as me (admin) I cannot see a method to upload reports FOR this user.

I want this user to be able to see/run any report that I assign to them. Currently I can't see the way to assign someone ELSE a report and (I hope) since this user has no reports they cannot see anything.

If I go (as me, the admin) to 'Users Folders' I can see my folder only. (I thought I would see one for the new user as well but I do not).

I have been looking at the 'How to' section in the BOL but adding a user is not there.
