Default Parameter to hyperlink

I want to know how to connect the parameter with my page.
For example: I want to set parameter of index.html called id=120&a=32 in directory called "new_page".I want to get that URL:"http://my_site/new_page/index.html?id=120&a=32 but I don`t know how to call that new page.Please help me.Thanks for the attention.
