Default Data Approval System

Hi,

I am developing Web application [Visual Studio 2010] in which i have 3 users

1> Operator enters Date in application.
2> Administrator Approve this entered data &
3> Another User Again Approve this entered data.

After approving this data i want to pass this data as input to web service.

But for this approval process i want to use windows workflow foundation and WCF
so , how i can proceed for this.

Please, Help me out for this problem.
