Default CH 8 - Item Saved Detection

Chapter 8, pg 185

Issue: Determine when an item is Saved

Scenario:
Save CAPEX_Number When item is CREATED & SAVED
(CAPEX_Number::: is unique; =Projectcode+Budgetcode+todaysDate )

Question:
What's a good way to determine if current Item was saved.

Will ? CurrentItem:Created equals [Today] work...?
or will it be off by a few seconds...

Is There Another easy way to detect this... maybe
? Wait Until CREATED changes....or
? When CREATED = MODIFIED

**********
? does [Today] include time ?
? is there a [Now] ?
