Forums work well if you use them properly. If you have a specific problem, and explain it well on the right forum, you are very likely to get a solution to your problem.
But asking people to write your code for you, from a one-line statement of requirements, is unlikely to be effective. Especially if you ask for PHP code on a forum whose topic is XSLT.
(I hate to be impolite, but I really do wonder sometimes. How can anyone with such an unstructured approach to a task ever aspire to be a software developer? OK, perhaps I should be charitable. Perhaps you don't really want to be a programmer at all, you just want someone to do your school homework for you?)
