The internet version of the MSDN is the ENTIRE MSDN hence it relates to everything Microsoft. The MSDN included in Visual Studio is related strictly to Visual Studio, however, KB articles and such are NOT included in the MSDN version included with VS. So the internet version does more then your locally installed copy.
No you can not download the MSDN without being a subscriber.
