Beginning C# 3.0 Intro to OOP programming

I purchased this book to learn C++. I downloaded the 2013 version of visual C++ express by microsoft. When I try to do the test program I find there is nothing in the toolbox or nothing with labels in it. How do I get these things so I can continue with the learning process.
