Default Using the FileSystemWatcher Control

I am trying to figure out if this control can do what I want.

AIM:
   Create a folder and copy files into it.
   Deleting files from that folder.
   Opening the files in that folder.
 BUT DOING ALL THIS ONLY FROM AN APPLICATION THAT I DEVELOP
   and no other windows user can delete or create or copy or open the files inside that folder.

IF you have the answers please support is with some code.
