Hi there. Can i write a application in C# to make my mobile phone send me a message on another mobile phone when my server goes down. Or is this not possable. I will connect the phone by serial port or USB.

Don't quite understand the question. If you want a message when your server goes down then you need to connect the monitoring server to an SMS gateway such as ClickaTell. Alternatively you could connect a mobile phone to the actual monitoring server and use some software to send the message. There are plenty of such applications written already but you could write your own if you wanted.
