This is a real big can of worms. A technique used to get 'a good ranking' on one SE is not going to work well for others, they all have similar aspects however rank them differently on the importance scale. Some search engines do not even look at meta tags, you need to optimize All areas to cover your bases.
NOTE: No body can 'guarantee' you a good ranking, they can do thier best to give you every chance at a good ranking only.
My understanding of what Google thinks gets 'the best chance at a good listing' in order of importance:
1. Title Tag
2.. Page Rank
3.. Meta Tags (maximize the lengths)
a. 1024 characters including spaces is considered maximum for the 'keyword' meta tag
b. 256 characters including spaces is considered maximum for the 'description' meta tag
4.. Page Copy
5.. Alt and title parameters inside html tags
There are many different types of meta tags in addition to the two you are using, you should look at these also
